A Different Kind of Building Consultancy

Weatherproof Consulting is a specialist forensic building consultancy based in Sydney, NSW. We provide independent technical advice to lawyers, strata managers, commercial building owners, architects, and government agencies across New South Wales and Queensland.

Our focus is narrow by design. We do not offer general building inspections, pest inspections, or construction management services. We specialise in the technically complex end of building defect work — forensic investigation, waterproofing consulting, facade assessment, and expert witness engagement — where analytical rigour and technical independence are non-negotiable.

We are not aligned with any waterproofing manufacturer, contractor, or installer. Our advice is always independent. Our reports are written to withstand scrutiny in court — because many of them are ultimately tested there.

We operate under NSW and Queensland licensing frameworks and maintain professional indemnity insurance appropriate to the scope of our expert witness and consultancy engagements.

Hugo De Jesus

Director & Principal Consultant — Building Defects & Water Ingress Specialist | Expert Witness

Hugo De Jesus brings almost three decades of specialist experience in building defects, waterproofing forensic analysis, and water ingress investigations across residential, commercial, and government building classes. He is an accredited expert witness providing UCPR Schedule 7 compliant reports for NSW courts including NCAT, District Court, and Supreme Court, and UCPR (Qld) compliant reports for Queensland jurisdictions.

Hugo has led complex forensic investigations across greater Sydney, regional NSW, and Queensland, working with strata managers, legal practitioners, commercial owners, architects, and government agencies. His technical foundation spans the NCC, Home Building Act 1989 (NSW), Design and Building Practitioners Act 2020, QBCC Act 1991, and relevant Australian Standards including AS 3740, AS 4654, AS/NZS 3500.3, and AS 2047.

Hugo has acted in matters involving building defects, waterproofing failures, facade deterioration, roof plumbing defects, stormwater issues, negligence claims, insurance disputes, compliance assessment, and rectification scope disputes. His litigation experience includes matters in the NSW Supreme Court Technology and Construction List, District Court proceedings, Home Building Compensation Fund disputes, and litigation support for insurers, strata, and commercial clients.

Selected Prior Engagements

Hugo's project experience spans some of NSW's most technically demanding and operationally sensitive buildings. At the State Theatre, Sydney, he led diagnostic investigations, water ingress analysis, and the development of a rectification strategy for internal leaks affecting live operations — including structural and cosmetic repairs. At the Crowne Plaza Hotel, Terrigal, he conducted a forensic analysis of long-term water ingress affecting hotel operations and prepared a comprehensive rectification scope. Hugo has also worked across the public health sector, completing diagnostic investigations and overseeing rectification of cavity flashing and external waterproofing at Sydney Hospital within a live operational environment, and providing technical advisory, forensic analysis, peer review, design input, and quality assurance for significant water ingress issues — including a full cavity flashing replacement programme — at Bowral & District Hospital. Roofing and waterproofing defect and quality assurance inspections were also completed at Griffith Base Hospital. In the commercial sector, Hugo provided technical advisory and forensic review to Macquarie Bank at 50 Martin Place, Sydney CBD, protecting heritage finishes during surrounding infrastructure works. He has also completed water ingress analysis, consequential damage review, and scope of works preparation for Ashfield Civic Centre.
